FPS and stuttering are depended on location, also it doesn't looks logical to me. I can turn around fast in Fort Greenwall (stays at 40-5060FPS), but FPS drops down to 5FPS in Merryfair Farm, although i can see less there. Now open 'NVIDIA Control Panel' by clicking the right mouse on the desktop and on 'Manage 3D Settings' go to 'Program Settings', 'Add' and find the Skyrim Special Edition installation folder ( usually is on C:Program Files (x86)SteamsteamappscommonSkyrim Special Edition ), select SkyrimSe.exe and the list of the various settings select 'Mode Power Management' put 'Maximum Performance' and 'Vertical Sync' 'Fast'. Once that is done to 'Apply', close the panel and start the game.
